Changes to Stay-Home Notice (SHN) requirements from 17 June 2020, 23:59 hours 

If your pass holders enter Singapore: 

  • Before 17 June 2020, 23:59 hours, they must serve their SHN at dedicated SHN facilities. Once they arrive, they will be informed of the location and sent directly to the facility. The cost for the facility will be absorbed by the Government, except for those who left Singapore from 27 March 2020 despite the prevailing travel advisory.
  • From 17 June 2020, 23:59 hours, they will be subject to the new SHN requirements:

Pass holders* who were in these countries/regions for 14 consecutive days before entering Singapore:

What they must do upon entering Singapore

  • Australia
  • Brunei Darussalam
  • Hong Kong
  • Japan
  • Macao
  • Mainland China
  • New Zealand
  • Republic of Korea
  • Taiwan
  • Vietnam
  1. Serve a 14-day SHN at a: 
    • Suitable place of residence that is occupied only by them or their family members. 
    • Hotel
       Note: Their SHN place of residence must fulfil the prevailing SHN advisory and guidelines. Please refer to MOH’s website for the latest updates. They are not allowed to serve SHN in dormitories or premises that are occupied by non-family members. 

  2. Take a COVID-19 test before their SHN is over, except for those who are 12 years old and below. They will be informed of their test slot by SMS. No appointment is required. Employers are responsible for the cost of the test (up to $200 including GST).  

All other countries/regions 

  1. Serve a 14-day SHN at a dedicated SHN facility. Once they arrive, they will be informed of the location and sent directly to the facility.

  2. Take a COVID-19 test before their SHN is over, except for those who are 12 years old and below. They will be informed of their test slot by SMS. No appointment is required.

    Employers are responsible for the costs of the:
  • 14-day stay at the dedicated SHN facility ($2,000 including GST)
  • COVID-19 test (up to $200 including GST)

*Pass holders who were granted entry approvals before MOH's announcement may serve SHN at dedicated SHN facilities. If they did not leave Singapore from 27 March 2020, they will not be charged for their COVID-19 test and stay at the dedicated SHN facilities.

Employer's responsibilities

Employers are responsible for all new and existing foreign employees (including those they employ with a Letter of Consent).

Before requesting for MOM’s entry approval, please take note of your additional responsibilities as an employer:

When What you need to doBefore your foreign employees leave for Singapore

  • Ensure they have a SIM card with a Singapore mobile number for MOM to contact them.
  • Ensure a suitable place of residence has been secured for them to complete their 14-day SHN, unless they are serving SHN at dedicated SHN facilities.

After your foreign employees arrive in Singapore 

  • Ensure they fully understand and comply with the additional conditions imposed for the SHN period.
  • Arrange to send them from the airport or any other place of disembarkation directly to their SHN place of residence upon arrival in Singapore, unless they are serving SHN at dedicated SHN facilities.
  • Pay for their COVID-19 tests and 14-day stay at the dedicated SHN facility, if applicable.
  • Ensure they download WhatsApp on their mobile phones and respond to MOM’s phone calls, WhatsApp video calls or SMSes within 1 hour during their SHN. This includes ensuring their prepaid cards have sufficient value and they are able to make video calls using WhatsApp.
  • Ensure they act on our SMS, which will be sent within 2 to 3 days of their arrival, asking them to download the Homer mobile app. They must also have a thermometer to take and report their temperatures 3 times a day using the Homer app. 
  • Arrange to provide them with food and other daily essentials during their SHN, unless they are serving SHN at dedicated SHN facilities.
  • Arrange for non-emergency medical needs (e.g. follow-up visits for chronic conditions or refilling of prescription).
  • Ensure they go for their COVID-19 test at the slot assigned to them and arrange for transport from their SHN place of residence to the testing facility. Please also ensure they return immediately after the test using their own vehicles or designated taxis. Public transport should be avoided.

If you are unable to fulfil the obligations above, you should not bring your foreign employees into Singapore.
